I transfer alot fo files to and from a server and my routing takes me through this node, 62.200.198.142. Packet loss if around 70% for me. Is there a way to get the way i am routed to the server changed so i don't have to pass through this node? Something my ISP can do?

Unless it's one of his nodes, there is nothing the ISP can do. Even if it is one of theirs, chances are they're not going to do anything...they might check it out for problems...and correct something if they find problems (maybe).

There's just too many people to manage each person's route statically.

FWIW
