Internet really slow, 40 pages of 'Xmas port scan attack' in log

Hey my internet has been really horrible this entire week, with crippled download and upload speeds. [last test was 750/50 for the cogeco speedtest]

This is over the last 21 seconds.... there's 40 pages of log of this stuff, so im thinking this may be the problem. Could my internet be really slow because of this, and how do i stop it

 
Some routers or firewalls can recognize these attacks and drop the connection. Otherwise, about all you can do is complain to the ISP of the originating source IP. It's likely a 'bot on some poor homeowner's PC, who doesn't know his PC is being used to search for new victims.

where did you get these logs? What command if in windows?
