internet priority

Just a thought; can I put programs into a lower internet priority level?

IOW, if I'm using a download manager, can I specify it to only use the leftover bandwidth from the other programs, sort of like spare CPU cycles? Or does bandwidth not work this way?

I don't believe Windows has anything like this by itself and I would also guess that anything made for Windows to do traffic shaping or QoS would cost a pretty penny. That and they're usually pretty difficult to configure. Linux has that stuff in the kernel already, it's free and you can use tc to set it up.

You could probably setup a linux box to do bandwidth throttling / traffic shaping on your internet connection (would act like a firewall within your LAN, interfacing between your Windows PC and your linux box).
