Internet Pages Skipping Around

Okay, it turns out that my previous post was wrong. I will be typing or reading an article and the page will simply drop down to a lower part of the page either on a webpage or on MS Word thus far.

This is not purely a case of MS Word as my previous post suggested. The pages are skipping down and it is happening on every program including when I am browsing the internet. What is going on? I changed the mousepad thinking that was the problem but this is obviously something deeper.

It is the same as it has always been: 1024 by 768 pixels. Does that matter?
