Internet Pages Displaying Strangely...

What would the cause of internet pages in multiple browsers show up missing pictures, backgrounds, etc.?

Would this be caused by Java not being installed?
 
can you post the content of your hosts file? (C:\WINDOWS\SYSTEM32\DRIVERS\ETC)
you can open it with notepad
 
Ummm... Well its not my computer, its my friend's. So not at the moment. What would be a number of possible ways to fix this?
