Some questions are software related, but span operating systems. Web applications are also becoming more prevalent.

For example, there isn't really an obvious place right now to ask a question about Chrome (multi-OS) or Gmail (a web app).
 
Chrome: Mobile Devices (it's not a real OS)
Gmail: Off Topic (like any other website)
