Internet monitor/filter recommendations?

I'm looking for something that will monitor Internet use on my computer for all users and give an unalterable report. It would be best if it would also block objectionable material. I would like it to work for all computers on the Internet connection, so it could be a hardware device if necessary. It would be best if it didn't slow the connection down much or at all.

Any suggestions?

Need a little more info about the setup....
How many computers?
What kind of network?
What OS on machines?
What kind of firewall/sharing device being used?
