Having an issue, using IE or Firefox. When the programs are opened, it'll takes about 30 seconds of showing "Connecting to...", then it'll start working and will continue to work during that session. Open another window of the app, and it'll do the same thing. There was a power outage which blew the NIC. After replacing it, the internet worked, but then began giving these problems. I've scanned for viruses and spyware, which only found some cookies. I've played with the Proxy settings to see if it would make a difference. So far, nothing. Any ideas? Thanks

edit: Have a little more info to add....

I noticed that even doing program updates (spyware, av, etc.), sometimes, the first attempt will fail, then the 2nd will work. I've done a ping on yahoo.com using the -t command, and it worked without hesitation, and never dropped a packet.

Specs: HP Pavilion 753n with Windows XP Home Edition.
 
Something with the OS I think. I put yet another brand new NIC and also tried using the USB connection, both did the same as before. Any suggestions, other then reinstalling windows?

edit: mod could probably just move this to the OS forum since it seems that's what the issue turned out to be. thanks
