Internet Explorer won't open, what's wrong?

I am using my brother computer right now. Just couple hours ago for some reason my internet explorer won't open. I double click on the icon, nothing shows up. Anyone know what's wrong?

does iexplorer.exe show up in task manager. If it does, terminate them all and try again.

How can i get in to the task manager?

it should be ctrl-alt-del
