Internet Explorer & Windows Server 2003 SP1 R2?

I was trying to google for some information on this and wasn't able to find anything. On Windows Server 2003 internet explorer defaults to "High" for security" and it will not let you change it which is a PAIN because every site you have to visit you have to add it to the allowed list of sites. Does anyone know how you change it to Medium or Medium-High? I don't want to have to go to advanced and set every freakn option manually. Any help would be appreciated.

It stays at High so that potentially malicious code embedded in websites cannot execute. Since I presume it's being used as a server this shouldn't be a huge deal. All you have to do is add the assorted Microsoft Update sites (if necessary) and you're grand.
 
On Server 2003 you go to Add/Remove Window Components and remove Internet Explorer Enhanced Security Configuration. If this computer is acting as a Server and not a workstation I suggest you leave it on. BTW I do not know if it the same for R2.
