Internet Explorer/W2k issue! HELP?

I can not get IE 5.50 or IE 6.0 to retain the Home Page I want. I can set it in Internet Options, then it is fine until I either log off or Reboot, in which case it starts at either ICQ or MSN home page. Any ideas would be helpful!

Is there a registry location that I could change?
 
You can set it in Group Policy as well.
The fact that it is not stayong set is a little distressing though. Are you hitting Apply after you enter it?
I would empty out my Temporary Internet Files, maybe a cookie or js exploit is doing this.
