Internet Explorer Virus Issue - Help Needed

On my friend's PC, he found a trojan virus that was attached to his system registry. Not cleaned, when he tried to open internet explorer, it gave the error report message, with the option to send the report or not.

When trying to clean the file, Norton was not able to, and when quarantined, it did not allow him to get back on internet explorer. Then when deleted, still the same problem.

The internet connection works fine, just the IE program is not working.

I uninstalled IE and then reinstalled via windows disc, and problem still occurs.

Virus description from Norton mentioned the fact that the trojan(do not remember name) corrupted program it attached to, and a reinstall would be needed.

Is an entire reinstall of windows(i.e. complete overhaul) needed for him to be able to get back on IE?

We do not know how it got onto the PC, as I believe his system had all windows updates(critical or otherwise), and virus definitions updated(Not foolproof I know), so I have zero knowledge of the virus more specific than a trojan messing with IE.

My experience in this area is limited, so any tips/ideas will be appreciated.
