Internet Explorer using the wrong encoding for pages, pics often don't show.

At first I didn't know why IE was loading pages with red X's where pictures should have been. After looking around to try to fix it I found a temporary fix in clicking View -> Encoding -> Western European (Windows). This makes pages show correctly. It will be set to "Western European (IS0)" until I change it manually. Unfortunately I am forced to do this frequently, it always sets it back. I am not sure when this started.

How can I get it to always use the correct coding? I can't seem to find an option for this...
