Internet Explorer likes to pop-up

I have an annoying problem I hope somebody can help me with. Whenever a page finishes loading in IE, that window will pop-up to the top.

Is there a setting or registry crack to change this? Also does anybody else have this problem or is it just me?

I'm using IE 6.0 on Win2kPro SP3
