Internet Explorer is currently running with add-ons disabled

I get the following message after installing the CD burner software included in with my PC and rebooting:

"Internet Explorer is currently running with add-ons disabled. Click here to manage, disable, or remove your add-ons."

This dumb thing pops up at the top of IE now quite often. Its annoying as heck and I'd like to get rid of it. I'm about do roll back to IE7 to resolve the problem but maybe some of you can offer feedback first?

no input so I simply removed IE and put it back. Somehow that changed a setting and resolved the problems. I saw no option in the Manage Add Ons that would allow me to get rid of the message bar. Reinstalling IE8 seems to have changed some BS setting so its gone.
