WTF? I go to Manage Add-Ons and every single one of my add-ons are enabled. 🙄 I see nothing in there having to do with enabling or disabling addons except on a case by case basis. What is this??????

IE 8 on Vista.
 
Looks like one addon wasn't working, so I disabled it, closed and reopened IE and now things seem OK... will see.
