Internet Explorer Help Needed

I installed Win2k on my system and have had nothing but problems (and I am pretty sure that I know what I am doing). First, I created accounts and when logging in it says the profile cannot be found (which they are local). Deleting them and recreating them didn't help. Next my digital signatures got messed up now every time I try to install something it doesn't match the digital signatures. My biggest problem is that now whenever I click a link that opens a new windows in IE, it opens a blank window that does nothing. I physically have to paste the link into the title bar and make it go. Anyone know what is going on?
 
I think you need to edit some policies if i remember right... but there is an option about the digital signatures on allowing them warning[prompt] or just saysing Okay[Auto Accept]. I know that win2k adv serv has a lot of these on by default. With the local profiles... did you change the paths which holds there information? or perhaps give only admin perms to the directory so it cannot create them maybe?
