Internet Explorer glitch...?

Something has recently changed on my system which screwed up IE. Now all popup windows are glitchy as hell. The process starts, a window appears, but the content never loads. The background never draws or refreshes and shows only what is behind the window. This even affects the window which appears when I right-click a link and choose "Open in New Window".

Windows XP Professional SP1
Internet Explorer 6.0 with all cumulative updates

I use Windows Update religiously, but I think a recent update may have screwed with Internet Explorer.

I also have Microsoft Visual Studio 6.0 SP5 installed. It does some annoying things (like reporting errors on EVERY scripted webpage and asking me to debug). However, this problem did not start until a good while after installing VS6.
 
I don't know about your popup problem, but you can disable the debugging thing by going to Tools->Options->Advanced->Disable Script Debugging. I have it as the 4th item on the Browsing list.
