I get that message in an error dialog box in IE7 on XP SP3, whenever I visit AT forums after an extended period of not browsing. Refreshing or hitting back usually brings up the page after that.
I get a different issue with IE8 on Win7 HP 64-bit, it simply loads the top of the page, but the page content is not there unless I hit refresh.
Seems to be a bug with the forums.
Edit: It has nothing to do with my internet connection, I have the default homepage set in IE, which means that msn.com loads before AT forums, and it loads just fine without error.
