Internet doesn't work once windows completes booting up

I have a Windows XP SP3 pc with the following specs:

AMD 64 3300+
2GB ram
SIS 764 chipset
onboard 10/100 lan
wireless G card
Ati X1950XT

The internet works fine while booting up but as soon as it is finished booting up, it goes away. The network still works and I can connect to other pcs on my home network but even that is sort of hit or miss with slow speeds.

There's nothing worng with either network interface, both wireless and wired ethernet card/jacks work and have worked before.

Does anyone know why it may be? I would wipe the drive and start anew but I dont have the ability to backup everything and even then there are installed applications that would be extremely difficult to get back.

The internet will work normally in Windows as long as the hard drive is still seeking and loading. At the end of bootup, it stops functioning. I
I've used chrome for a couple of minutes while the rest of the processes and tasks are loading.
 
Have you done the msconfig + disable all optional startup items (windows will work 100% fine with none running, though some AV products get testy with you when you do this).
