I have an Intel MB with onboard 10/100 Ethernet
Time Warner RoadRunner ISP
Connected Throught a LinkSYS Router

Recently my roommate (AMD with onboard Ethernet) noticed Serious Problems Connecting to the web.
Pages Reach about 20% on the DL bar and STOP
and then fail to finish.
Or Pages just aren't reached.

IM's seem to work all right, and Mail, when It can connect to the RR server in time sends/receives fine.
Games Work with serious lag Problems (Black Lag walls in Diablo2, Server timeouts on Neverwinter Nights)

The Only thing that seems to work is Patience, some days the Connection runs perfect, and then an hour later it has problems again, and then the next day its okay again.

Something that I have noticed that works RIGHT AWAY is a System Restore... ALWAYS fixes the problem right away, I just go back to a day that I remember the problem wasn't there.
I have yet to test the connection on the other LAN'd Computer that way...

What is up with this? anyone have an Idea?
Cable Guy came out and Checked the Signal Strength, everything is Okay, when I do A Connection Test through CNET.COM/Downloads, when it finally finishes loading the Page after about 5-10 Minutes, it comes up with a result that RR in my area code is running like normal, 500-1000kbps (sites like Symantec and Adobe)

Did Virus Scan, nothing, Looked for Computer Resource leaks, nothing
Uninstall/reinstall/Update Ethernet Card Drivers, No Effect
Reboot, no effect

What operating systems are you running? I've had that problem with Windows 98 SE where the pages take decades and never fully load. Windows XP seemed to fix that problem. Do you have the latest firmware for that router? Seems strange that that cable guy wouldn't try and help you out. If this problem keeps occurring, I'd suggest contacting RoadRunner but I'm sure you've heard that before.

oh yeah, forgot to add one strange effect :)

It isn't just through the Router...
If I Directly connect to the Cable modem, Connection is great for a couple of pages, then dead...
Same when I switching to a 3Com Hub and back and forth.

I noticed that when it is acting up, The Sending is greater than the Receiving packets by 2-5x
and when information is sent and received at the same time, never one then the other

Sounds like you've got a friend hitchiking on your machine... High sends are either packetloss or something's sending stuff behind your back.
