Internet connectivity crapshoot - also taskhost freezing every other boot

Windows 7 64 build 7100. Here's the problem in the simplest terms:

I turn on my computer. There's a yellow warning sign over my network icon indicating it cannot connect. I go to restart, it tells me taskhost is not responding. I force it to close and the PC restarts. On the next boot there's a 50/50 chance of this happening again. Sometimes it starts normally and connects, others I get the warning icon.

What the hell? I've done everything from trying all versions of BIOS, updating my chipset, video and audio drivers, defragging, flushing my DNS, virus scanning with three different programs.

Seriously, what the hell? This is probably the most irritating thing I have ever encountered in my 15 years using PCs.
