Internet Connection Problem...Ideas?

I'm having some problems since I returned to school for the year. It's a unique problem of mine, neighbors LAN is working fine.

Well mine is too...in some respects...basic surfing is working just fine. Webpages (even ones with large amounts of graphics) load up just fine. But if I try to download a file....say winzip from download.com or accept an incoming file transfer...the download will start...I get about 1% of the file and then it'll freeze. Does the same thing with any file I try to download from any source. Any ideas? Running WinXP Pro.

Do you have the firewall in XP activated? Sounds like it to me.

The school wouldn't have any sort of download management running would they that would prohibit downloading of files?

there's a 750 mb/day limit...which I'm not even close to. The guys around me aren't having any problems. I have installed a copy of Netscape and confirmed it wasn't an IE problem.
