internet connection cut when unless main account is active

Windows XP machine

If screensaver goes on or I log into an alternate account the internet connection on all accounts is cut. I like to keep IRC/aim running 24/7 and IRC gets disconnected if I switch accounts or computer goes into standby mode.

I had some problems with postgreSQL and I had to do a socket repair with this:

And i've installed process guard but killing it doesn't fix anything. Not sure what else could be causing the problem. Help?

Does your internet connection require a username and password?
