Internet Browser Problem

A system I built, after about a year, is now having problems browsing the net. The system connects with a dialup internet connection. This is what happens :

The log on program works fine, the modem dials fine, and there is no problem with the modem connecting to the service. Now, when I launch internet explorer, the program begins to open and immediately haults with this error, -Internet Explorer has caused an unknown error in unknown, the program will now shut down-

I reinstalled Internet Explorer 6 over the top of it, and no change. Then, for the heck of it, I installed Netscape Navigator which was not on this computer before. Using the freshly installed software, I get a similar message, - Netscape Navigator has caused an unknown error in unknown, the program will now shut down-

I am using Windows ME, which I then reinstalled on top of itself, and again, no change. Is there anything else to try ? This system is loaded with programs. I would like to avoid reformatting the drive and starting completely from scratch if at all possible.

Suggestions appreciated.

Windows ME - therein lies your problem ;)

Would it run in safe mode without other unnecessary programs/services in the background? You might not like it but a reformatting once in a while would be nice :D

winME is one of them old 9x OS-es that reallou REQUIRED you to format once in a while... imho if yer sys can handle it, backup and slam 2K or XP onnit, if not, ehm, search for spyware (always first thing to look at with IE problems) check if you can manage an IE reinstall. check if you use any fancy dialup tools, and that's about all I can think of that would have caused these problems.

I cancelled all background programs (though not in safe mode) and still had the problem. My guess is that there are some windows files that are messed up, but I thought reinstalling the operating system over itself would fix it. Man, what a mess.
