Internet Browser issue

I am having a problem when trying to use links from home page. I am using 56K modem with Earthlink as ISP. The connection is made and home page (MSN) loads successfully. When clicking on any item from home page I can't get any other websites to load. The progress bar starts but never completes. Is this a browser issue or ISP issue?
 
Not quite. Once the home page is loaded I can't get any other sites, either by typing in the URL or a link on the page. I tried the WinSock FixXP , but still have the problem. After reading some of the other forum questions it seems like it might be a corrupt registry file. I might have to reload windows. I would think that would clear any bad registry files?
