Internet "Booster" programs -- do they work?

Do any of these programs that claim they can tweak tcp/ip settings to speed up your internet access actually work? (ie: Internet Booster, which claims to optimize Win98 for modem access). And from what i see, it's completely dependent upon what OS you are using, and how you are connecting, right?

if you're wary, you can always do it yourself. there's websites with tutorials.

no.

but you may see slight improvement for a short while in the beginning. try naviscope

I used some registry tweak files from SpeedGuide for Win98se. Before the tweaks, I could download up to around 120KB/s. After running the tweaks, I can get up to 200KB/s.

They don't do jack, except for programs like download accelerator. The only reason DA actually works is because it downloads bits of the file from multiple sites, which improves effiency.
