Trying to troubleshoot a friend's PC. Next step I'm planning on taking is trying to repair windows from the install disk or reinstalling windows - might be a hardware issue though?
He had a power surge and after he restarted his system, his system works OK... kinda.
Main exception is explorer/firefox/IM programs, any app that connects to the net - they all sit at a "signing in" stage or "connecting to site <fully resolved IP>".
First thing he tried was putting in a new ethernet card - same issue.
Ping shows packets going back and forth from the same sites. Tracert works too.
So what would stop all the applications from doing what they usually do with those packets? I'm thinking some corrupted shared dll?
Any potential hardware issues that would explain this behaviour?
