Internet Access?

I have always wondered about this. What would it take to, I guess, be your own ISP? In order to have access to the internet without going thru an ISP?

A) ask in networking
B) you can't you have to connect to a service provider somewhere, well you could but you would need an OC768 backbone line and your own block of IP's in other words it aint gonna happen.
