I don't know the cheapest way to do this, but I text people in china and it costs me $0.15 through sprint while they get charged around 1 yuan.

last i checked, cingular had the best per message rates. but no matter what provider you go with, you're looking at about 20-30 cents a message. none have an international messaging plan. receiving messages counts as a normal text message i believe.

you can use something like www.pincity.com to send text messages for about 10 cents a pop. but the other party wouldnt be able to reply.

I know Cingular/AT&T offers free txt msging for their customers online. But if you are not a Cingular/AT&T customer, you can google Free Text Messaging and get several places you can use to send txt msgs (but not receive).

find the provider overseas and use their website to text.

or use email for a change. that's free. :)
