International CD key compatibility

Okay, so we have a couple of laptops with windows 98, that are being shipped to Nepal for use in a school.

we have the Japanese CD Keys (we're in Japan, these laptops were used in a corporate setting for a long time before getting junked)

Would we be able to install english windows on these machines, using the japanese CD keys?

I don't think so. But, . . . why not try it on one machine and see? That's an experience few of us will ever have.
