International access to iTunes

If you are travelling out of the country and you want to buy apps or rent movies on iTunes, are there any limitations? If my account is US-based, but if I'm in Europe, can I still rent/buy apps/movies over an internet connection from abroad?

I've run into this limitation before - I remember Steam wouldn't let me buy a game while I was in Poland a few years ago. And I know Netflix and Hulu wouldn't let me stream when I was out of the country... does Apple have any similar limitations?

Edit: For what it's worth, I did search a fair bit on Google and I saw people say that it worked and then some who said it didn't work. Some that said it's tied to the credit card on the account and some that it's a violation of the terms of service (clause 10 specifically).

I live in China now but have a USA account with a USA credit card. I have zero issues buying anything and I am linked to the US store. I travel all the time, I have never had an issue in any country buying apps, music or video.

In China, I have full access to iCloud.
