Internal blog-type thingy to keep running log of tech work

I am looking for some ideas and brainstorming... I need to setup some type of internal web-based log of tech work and changes made at a company. We want to have an internal webpage that shows a simple running log of changes that people have made to the network, things people have fixed on servers, settings that have been changed, etc.

Optimally I think it would be awesome if someone could send an email and have it directly posted on the blog/forum thingy. It might also be nice to have an internal RSS feed capability so that new items would push out to employee's RSS-feed clients.

Does anybody have any ideas or suggestions... optimally we would like it to be free, or relatively low cost... and of course, easy to use.
