Intermittent ATI Coldboot problem...

My System specs are:
Asus P4P800 Deluxe
Pentium 4 2.4GHz (800FSB)
1GB Crucial PC3200 DDR
ATI 9800SE
80GB WD HD
120GB Maxtor HD (Both HDs have 8mb cache and 7200 rpm)
Samsung 52X32X52 CDRW

Problem I'm having is that occasionally my computers videocard wont boot. Specifically on Cold Boots. I have to unplug the monitor, turn it off, then re plug it in, and turn it on again. Sometimes its a matter of rebooting the machine. I've checked my BIOS settings to see whether the PCI/AGP boot preferences were set correctly, and they are set to AGP/PCI which is correct I believe. Just seems to happen on cold boots though. Cant seem to figure out what the problem is.

Any suggestions on how to solve this problem?
Thanks in advance,

I would suggest trying this with warm boots. I myself would act the same way in the cold 🙂

I have a CRT Gateway EV700.

...What the hell are bad caps?

P.S. Pardon my video Noobage-ness.
