interior wall paint prepping

i dont mean spackling.. etc say a wall is fine with no cracks.... but somewhat dirty... do you confidently roll over it with paint, or spend a day scrubbing down the walls with rags and some mild solution?
 
i thought primer was more for the eventual paint to go on well, not to lock up dust and dirt. how about wall paper glue, gotta remove that first.... any professional 'tricks' for this that is faster than using a scraper and wall paper glue remover or something? vinegar?

This is where the seven P's comes into play...
Proper Surface Preparation, Prevents Piss Poor Performance.
A little TSP to de-grease the surface and go to it.
