Although I must acknowledge that my personal experience has not had any such problems. I have had an Illinois State Police officer drive up next to me at 60mph in a 45mhp construction zone to visually signal me to slow down, and I continued on my way unmolested. Then there was the holiday weekend driving to Galena, IL in the NW corner of the state where they had an Insurance (DWI) checkpoint. I had my old proof of insurance and not the current card. The Illinois State Police still let me go cleanly, without a warning or a ticket. I have not had the problems other people complain about.
Even a Wisconsin State Patrol allowed me to go with only a warning after being stopped for 70mph in a 55mph, with Illinois plates in Wisconsin.
