Under U.S. immigration policy, Cubans who reach U.S. shores generally are allowed to stay while those caught at sea are usually returned.

Or does that policy only apply to Cubans

yeah I was pretty shocked to read a couple weeks ago about that baseball player's mother who snuck into the country. there was a big celebration when they were reunited after so many years. I thought she should have been arrested for entering the country illegally.
