It called a tilt shift, there is an awesome group on flickr that has some great examples.
Essentially, you take a normal photo and blur out the background and forground of an image along a tilted axis to emulate an extremely short depth of field. Normally this DOF would not be possible in real life, but would exhibit itself if someone tried to get a close up shot of something really small. This fools the eye into thinking its looking at a toy set.
