Interesting flash issue

Just about every site I go to with flash needed works fine; however, youtube for sure, and there are other random ones that tell me I need to have the latest flash player installed to view. Well, since I have it, Im like "huh. ok." and reinstall it. THEN it works fine...until I navigate away from the page. When I come back, tells me same message again.

Any ideas? Need more info? PC is definately clean, in case you ask.
