Interesting BUT need help with mobo !!

Throwing together a old FIC "VB601-V" and can't seem to get the secondary IDE controller to work at all even thou this old mobo is new. Anyone ever had this crap happen (if so) i would be interested in the fix.

Um in windows device manager, how does it show up? Does it say it is working properly? And what windows version ya got.
