INteliimouse driver in Win Me

I changed my microsoft intellimouse exporler so that the middle button is doulble click but when i restart it doesn't do it. I goto the mouse settings and it's there and then i hit ok and then it works. is there some option in my msconfig that i need to enable or something else? Thanks in advance.
