Flash Player depends on the browser to feed it data to stream, so if the browser is running some other task at the time, and there's a break in the buffer, well, there you go.
AFAIK the flash player is independent, does the streaming on it's own. With the proper configuration and security settings one might even use the player standalone.

Well, I'm only seeding, not downloading, so the downstream pipe should be pretty clear.
Usually the problem with torrents is the number of simultaneous connections. Not bandwidth. Try and limit those.

Does the radio app have settings, maybe increase the buffer if possible?

So why are you not using 7 or better yet 8.1? Linux drivers are always second rate hacks anyway. When was the last time a company released Day 1 perfectly working Linux drivers for a slab of hardware?

It doesn't matter your LAN QoS configuration at Layer 2 (Ethernet) or Layer 3 (IP); your ISP will override your settings. If I remember correctly you said you are using an AMD card for audio/video in Linux. Have you tried to use your iGPU instead? AMD drivers aren't that good in Linux, Intel has much better drivers support.
