Intel Processor ID Utility Reporting Low CPU

I installed this utility from Intel and as the title states, the utility shows the "expected" CPU speed is 2.67 ghz on this processor, however, it is "reporting" at 1.59 ghz. I'm not sure whats causing this because the two speeds should match. I have already done an RMA for a new processor with the same results. I've tried various MB bios settings but nothing has helped. I'm using a Gigabyte GA-EX58-UD3R MB. Any input would be great. Thank you.

That may be but the Intel Utility states that the program loads the cpu so it is supposed to operate at max speed. This is also evident when I see that the cpu usage is pegged at 100% when the utility runs.

What's your power management setting? I know that under the Power Saver plan in Vista, an AMD cpu will be locked into its lowest Cool & Quiet state. I don't know if the same apples to Intel's Speedstep, though.

High Performance should lock it to 100%, so use that for troubleshooting. I wouldn't keep it there, though; since Speedstep is great for power savings and keeping things cool.

Your processor and OS info would be helpful to have. Also use something like CPU-Z or Core Temp to give us FSB and multiplier settings.

Use a proper utility like CPU-Z to provide the info you require, your CPU says 1.6ghz because of the power saving features are in use- nothing is wrong.

Thank you for the replies. I have tried the suggested settings w/out any luck. While the i7s do have a power saving feature, the Intel Utility is designed to fully peg the CPU. This is evident when I see the processor usage when running the utility (it is at 100%). The Utility itself states that its designed to bypass the power saving function and therefore the "reported" and "expected" cpu speeds should match.

What OS are you using? Have you changed your power plan to "performance", instead of "power save"?

Just have CPU-z open when you are running the utility and end all doubts about what your multiplier times front side bus is at all times. Here you pit all reliance on a possibly defective intel utility and refuse to double check it.

I too have speed step, and under any load I can use cpu-z to watch my cpu go from 1.2 ghz to full speed under any kind of load as the multiplier more than doubles. And if I have a cpu temperature monitoring utility open also, I can watch cpu heat go up with it.

Ok VirtualLarry, I'm using Vista Home Premium 64. It was the power settings that was the issue. I can't believe all the grief I went thru and the solution was that simple. Thanks a million for your suggestion and thanks to all else for the responses.
