intel pro pc usb camera, epox 8k7a motherboard, win 98SE problem

I cannot get this camera to work on my computer. I installed the software, plugged the camera in, the camera was recognized and it installed the drivers. However, when I bring up the Intel create and share software, it thinks some other program is using the camera. I have other USB devices working on this computer, including a HP scanner, MS Internet keyboard pro and MS Intellimouse. I looked at the BIOS, but couldn't find anything that was specific for a camera.

Under Control Panel->Scanners and cameras->intel pro pc camera properties has blank for On Port: and Unavailable for Status:

Under My Computer->Properties->Device Manager->Imaging Device->Intel Pro PC Camera Properties says the "Device is working properly"

I also tried to get a Logitech Camera to work, but was unsuccesfuly with that too. What is different about USB cameras?

My motherboard is an Epox 8k7a, Windows 98SE.

Any help would be appreciated.
