seriously though, you might be able to get 3.2, but don't trust me I don't have much knowledge of intel overclocking, now if this were an amd I could give you some suggestions.

There are far to many variables for anyone to give you a solid number on how far you can overclock. What brand is that 400w psu, the 400w by itself is meaningless, a quality 350w PSU is better than a generic 400w psu. You also didn't mention cooling. What are you current case and load temps like, are you using the stock cooler?? With adequate cooling, and a stable power supply, you should be able to get somewhere between 3.0 and 3.2ghz, but there are never any gurantees, could be less could be more.

using arctic silver 3 on a vantec aeroflow. I beleive the brand for the psu is future power. and the case seems to be cool as i have 2 exhaust fans in the back

2-2-2 specials are BH-6 right? If so, set the memory divider to 5:4 for a start and you may have to drop it again to 3:2 after fsb>250. Give the memory some juice as well. Make sure any PAT settings are disabled (I don't know that board's BIOS, so I don't know if that is even an option). Set the agp/pci to a locked 67/33 (sometimes a fixed or auto setting doesn't actually lock them).

Proceed with upping the fsb in 5mhz increments while running prime95. When prime fails, back it off about 100mhz and thoroughly test. As always, make sure your cooling methods are up to snuff, ie: monitor the temps. Also, additional voltages may gain an additional overclock. If you so choose to up the cpu voltage, I'd limit it to 1.65v at the very highest. Tweak memory from there.

Your PSU is ass.
Your ram is good, but 4 sticks makes overclocking more difficult.
Don't know anything about your board.
2.6's have gone from 2.9ghz-4ghz+, really depends on the chip. Although a really early one is lucky to break 3.1ghz. Recent ones should hit 3.4+ghz easily.

I also want to overclock 1:1 ratio. What is the max the mushkin specials can overclock to. My motherboard can only run up to 2.85v.
