I think that Intel may be in favour of OCers, but by far not every user is an OCer. Of course, it's nice to get the 1.6A chip and send it to 2.4GHz, but it requires an expensive OC type mobo, and you just have to know what you're doing.
For non-OCers, the Athlon is still the king of value, incredible value. If you don't OC, you will get much more performance per dollar with Athlon than with the P4. And if when OCing the system becomes unstable, the user reverts back to default speed (or close), where Athlon is the king!
