So if 2.5ghz is the base clock are we looking at ~400watt TDP?
Probably not, but 300 or more for sure. The current top Phi is 320 W, so it's not unprecedented.

Intel might feel the need to sell this to more markets, if only to be sort of performance competitive with Rome even if it's not even close on perf/w.
