Hello, I'd like advice and opinion on my current chip and OC settings.

I7 4770k

Currently running at 4.5GHz

I'm trying to get the voltage down as low as possible so I tweaked it from 1.275V down to 1.245V now.

I'm still uncertain if it's stable but does idle temps at 45-50 celsius and 100% load (OCCT/Prime95) 75-85 celsius sound okay to you guys?

Are you running the newer Prime95 with AVX? If Small FFTs in that version isn't exceeding 85c overnight, I'd say you're good.

Just tried it, hit over 90 degrees instantly

Not good at all.

Downclocking would be a wise choice now would it

Something seems amiss if your idle temps are 45-50C. This is usually an indication of very bad airflow in the case or possibly a bad mounting of the CPU cooler.

I usually run my system in an air conditioned room but it's switched off now.

The average idle temps range from 30-40

You have to make a decision. Your computer will almost certainly be stable most of the time and never even come close to the unrealistic temperatures Prime95AVX puts on it.

I personally could hit 4.5GHz like you with around those voltages but my older air cooler can't keep up with the temperatures. Running on stock voltages at 4.2GHz instead.

My motherboard has profiles I can set and cycle through, I guess i'll be doing that once in awhile.

Thanks for the advice
