I never see that windows logo screen.

everything is on stock settings.I have plugged a VGA cable.

my rig: Gigabyte z68x-UD3H-B3 mobo, 8 gb ripsaw ram, samsung 120gb ssd OCZ 500 watt PSU.

The solution is to NOT use the integrated GPU and use the 5770 as it works well and blows the doors off the pathetic 3000. I have a i5 2500K also and use 2 GTX 460 1GB.

Which do you have set as primary in the bios?

I use my onboard GPU to power a 3rd display and it works fine for that purpose, but I did find that the onboard doesn't function properly unless it is set as primary in the bios.

Did you have the onboard HD 3000 graphics enabled at first when you installed Windows the first time?

If not, try enabling the HD 3000 as the Primary like GotNoRice above says, but also keep the Radeon HD 5770 installed in one of the x4 or x8 PCI-E slots.

Then see if you can get Windows to detect both cards at the same time before removing whichever one you don't want.

Go into the UEFI BIOS of your computer and enable the onboard video graphics without setting it to be the primary display. Set that to be the PCI-E slot your Radeon HD 5770.

Then, when you finally get the HD 3000 graphics adapter to appear in the device manager and have loaded appropriate drivers for it, you can set it to be the primary display back in your UEFI BIOS.

Lastly, you can remove the HD 5770 and put it in your other machine.

Dont forget the drivers, do you have the Virtua Software installed for switching between the graphics?
