So, I was given an Atom based netbook (Acer Aspire One D270). Windows 7 32-bit Starter did not appeal to me at all, it felt very awkward to use it with many things not available or disabled, let alone the miniscule amount of memory it comes with. So, I increased the system memory to 4GB, swapped the stock Seagate hard drive with a Toshiba SSD and put on a brand new Windows 8 Pro x64 installation. Everything has gone pretty smoothly until I noticed the abysmal graphics performance. Turns out, I am using basic video drivers with about as much performance as an ancient S3 Virge card would provide (okay, maybe slighty faster, WEI @ 2.0). Turns out, Intel has come up only with Windows 7 32-bit drivers for this platform, and has no plans of extending its support.

What a waste of time on my part. Given how 64-bit has been a "standard" for a while now, I had been so convinced I would not have issues with this, I had just gone ahead without checking. Oh well, hopefully somebody else will learn from it.

Other than that, it performs surprisingly well, however, without proper hardware support, I might have to "downgrade" back to Windows 7 32-bit. I would rather not to, but Intel is not giving me much of a choice, is it?

This is a well known issue with Cedarview Atoms. There is nothing we can do about it. Intel has more or less closed support on the GMA3600 series, after the first released driver.
